Cipher telegram from Admiralty
to Commodore, Hong Kong.
Repeated Commander-in-Chief China.
Date 26.1.27. Sent 2015.
We may require more extensive space than the existing levelled landing ground at Kowloon in the event of air operations from aerodrome at Hong Kong.
You should consult civil and military
authorities with regard to this and forward by telegram:-

estimate of time and cost to enlarge ground
at Kowloon to about 600 yards each way either L or other shape;
estimate of time and cost for preparing new landing grounds elsewhere at short notice. It may be worth considering sites outside defence line;
recommendations as to best of above or other alternatives so that Fairey 3D can operate as landplanes without undue delay.
